Secretariat


The MoF Secretariat is responsible for framing sound fiscal policies, issuing financial management guidelines, fiscal coordination, monitoring of state owned enterprises etc. It is supported by the Policy & Planning Division, Administration and Finance Division, Human Resource Division, the Public Enterprise Division, the Internal Audit section and the Rules section.

Policy and Planning Division (PPD)

The PPD being the policy arm of the Ministry of Finance is responsible for formulating policies and plans in the areas of fiscal and public finance. It is also responsible for carrying out studies, research and preparing Five Year Plans, Annual Plans, economic briefs and other policies/ plans of the Ministry in coordination with the other Divisions and Departments of the Ministry. It is the focal agency for information and policy related issues of the Ministry working closely with other Government agencies, Autonomous agencies, Corporations, NGO, Private sector and international agencies in the areas of economic development of the country.

Administration and Finance Division (AFD)

The functions and responsibilities of AFD:

  • Planning and Development of Human Resources for the Ministry and Divisions
  • Financial Management and Related Accounting Matters for the Entire Ministry
  • Procurement/Tendering of the Office Equipments and Supplies for the Ministry
  • Formulation and Interpretations of Rules


Administration & Finance consists of Personnel Administration section, Finance Section, General Administration section, Procurement section, Vehicle allotment section and computer section.

Human Resource Division (HRD)

The division is responsible for implementing the HRD needs of the Ministry which includes Training, promotion, transfers and other HRD related activities.

Public Enterprise Division (PED)

The Public Enterprises Division (PED) provides oversight management to State-owned Enterprises (SOE) to ensure that they are sustainable businesses and provide economic benefit to the country. The focus of the PED role is to have SOEs that are efficiently managed, play a leadership role within the economy in the area of corporate governance and national policy implementation and stimulate economic development.

Internal Audit is an independent appraisal function established within an organization, to examine and evaluate its activities as a service to the organization.
